In my experience, TechNet subscription and MSDN subscription, are both available via the Retail channel and also available via the VL channel. If you have a VL agreement you can purchase TN subs and/or MSDN subs via VL.

If you purchase via Retail channel, the VL products may not be available to you, so the pkeys you are given are not MAK pkeys so will not work on VL media. If you purchase via VL agreement, the VL channel products are available to you, so you can use your company MAK or KMS for these.
